The problem is that lawyers get paid a percentage of the final result........why not just a wage like everyone else.......oh yes that's because they are not working on your case alone they are actually multitasking on several cases at once, and a single case can take months if not years to go through the court system, and for most of this time your lawyer is doing nothing....
He is in a public space (very literally in this case) and so has no expectation to a right to privacy, and he presumably consented to the photo being taken, so what right does he have after the fact to complain
He does not own the copyright to the photo, and is not suing on behalf of the copyright holder...

In the UK the track goes around a lot of corners and is far from straight, and to take out the bends would cost huge amounts (especially through towns/cities)
In the US your track is very poor quality (a legacy of the speed it was built and the huge extent of the network) and the cost of upgrading is huge...
The very fast trains in Japan/France/China all benefit from the local governments simply forcibly buying the land required at cost (or less) and getting on with it...
For some satellites this might be true, the ones that fit in the payload bay, it's the one thing that the shuttle does that cannot easily be done by any other craft
But Hubble does not fit in the payload bay (Without losing the solar panels), so the shuttle repair team did spacewalks just like they would have has to do from any other spacecraft....
Returning Hubble has never been suggested, why cart the whole thing down repair it and relaunch, when it would be cheaper just to replace it....Like they are doing anyway?

Mature and Stable can mean that the new functionality is being add in a layer above ....
When you stop adding features to the core and abstract them away into another level then the core can stabilize
