Carrying astronauts to do repair work does not require the shuttle - it was envisaged that the shuttle would capture a satellite put it in the cargo hold and it would be repaired there - but this is not done because it only makes the work harder...and many satellites will not fit...
The ISS is serviced mostly by conventional vehicles, and the shuttle is not required
It is expensive outdated and very inefficient
The big question is what have NASA been doing for the last 20 years on designing a replacement and why will it take another 7....
So IE8 is less broken, less CPU/Memory hungry, and more "standards compliant" than IE7.... but if it is still slow, power hungry, and breaks pages then it's not for me thank you...

Depends on your definition of intelligence... Neaderthal tools were reasonably simple (but pretty good) but stayed the same for a long time, H.Sapiens tools started simple and changed and got better over time...

The problem is that the USA claims to be a country but is actually a collection of states and so the laws (including tax laws) are a mess ....
