They need a controlled environment for design evaluations in a testing facility and then they can take it out to your proclaimed middle-of-nowhere to be put into use.

Build a computer in there and you can have whatever flavor of GNU/Linux you like. Add GPS and you're done. Add EVDO and you have Internets to watch pornhub while traveling down the interstate.
