    The MS-DOS version of Simcity Classic is freely available, and so is the DOSBox emulator. I suggest the dbgl (DOSBox Game Launcher) front-end.

    Is your Metro the 3-cylinder or 4-cylinder version?

    I'm leery of getting a Metro or resurrected Metro because they're so small & I like to have a good sturdy car in case of a wreck. I don't drive an SUV; gods no, I have an '05 Civic.

    You're not taking weather into account. The US Navy had two large aircraft-carrying zeppelins in the 1930s (USS Akron, USS Macon) and both were destroyed in storms.

    Large cargo ships can survive storms well because they're so massive and strongly built. Blimps and zeppelins have to be lightly built so they can be lighter than air, which means they'll not resist wind well due to lesser mass and therefore inertia.

    Cars can similarly withstand storms better than airships, likewise trains.

    How much the 51% can flip the bird to the rest also depends on the character of who got elected (when speaking of elections & not issues). The Decider is a great example of an electee who cares not about anybody but his base, while I've seen some moderate representatives who, while leaning a certain way, will still take into account the wishes of their constituents they disagree with on some issues.
