Your sense of "real lasting harm" is skewed severely if you believe the fallout from all of those being launched won't significantly alter the biological capability of the Earth. Sure, most of them will be targeted at specific sites instead of spreading out equally, but it will still cause horrific damage and may trigger enough atmospheric dust to kill most life on Earth.
I would say the same thing, but there are several countries that can effectively impose their will anywhere within the Moon's orbit and a handful that could manage anything within the solar system. That said, having navigational control of a big rock on the edge of a gravity well may prove to be a hefty bargaining chip.

Russia and China float boats in international waters off our coast all the time. China just doesn't have much in the way of a navy capable of stationing them there. Russia, in particular, is known to cruise their subs all over and rumor has it they've shadowed US military ships going in and out of ports. International waters are international and open to use by all. This is not the first and certainly won't be the last time superpowers poke at each other from international borders while saying "I'm not touching you!"

Just a word of warning: My current coworkers have been on the job for 8, 12, 15, and 17 years respectively. As someone with one of those trucks destroyed by ultra-low sulfur diesel, it's true. If I don't include additive with every tank, I'm risking a costly injection pump replacement. Older injection pumps relied on the fuel as a lubricant internally and the ultra-low sulfur diesel doesn't provide that. Older trucks are either using additive, or have had a $1500+ repair to upgrade/replace the injection pump. That's more than some of those trucks are worth.

You mean space shuttles and naval ships that have an army of support engineers constantly maintaining them at very high cost? Or vehicles where electronics failure generally isn't life threatening and failure modes are taken into account which lead to the electronics doing nothing?
And jamming the signal doesn't require a lot of time. There would be a limited number of chips driving the technology with a known frequency list. Easy enough to create a jammer.
Mandate smart guns and see how quickly smart gun jammers become available. Despite being illegal, we have cellphone jammers for relatively cheap. I don't see anything stopping thieves from doing the same if it means they can't be shot at.
