Why do they point out gaps that are in the noise range such as liberal vs. conservative, non-church-goers vs. church-goers, but say nothing about significant ones such as male vs. female and Republican vs. Independent vs. Democrat?

Note also it doesn't have any backup to its (misleading) headline. Usually "could face legal..." means some law enforcement agency has noticed the issue. The only one stirring up the pot here (and working pretty hard at it) seems to be the article's author.
Even starting from scratch, they have over a year to develop the system, which really shouldn't be all that complicated.
Also, why not just do it in 2011 or 2012 if the system isn't ready in 2010?
