We have elections, some of them rather complicated, and usually you have to vote on something every 1-2 years. We always get speedy and dependable results - even with national elections that are way mor complicated than a US presidential elections we usually have a stable estimation before midnight on voting day, ad a provisorical result sometime next day. There never was any problem with vote fraud worth mentioning (though occasionally a politician gets in trouble with the finer points of anti-vote-fraud laws) and basically the perception is that this just works.

The German department of labor just sank a hefty 60 Millions EU (thats somewheer around US$70 Mio ) into their web site (including a glorifiued job portal). Unfortunatly the project overran its budget and now they expect to get close to 100 Mill. EU.

You get ~ 1 man-year consulting time for that; Now put yourself into the shoes of a project manager who has to realize a complex web site for that, Hardware, Software, Development, Specs, Acceptance Testing, Documentation etc all using EDS or IBM or somesuch consultants. That's insane. Have you ever used Windows before? Judging by your rant, obviously not. I regularly use Windows machines for media playback (and authoring), and those problems are indicative of a bad user, not bad software. I never have media players "battling". I never have playback failing "for no apparent reason". And I regularly play DVD backups from anything, even my iPod, across the network.

I have myself had numerous problems with Windows media Player. Using WMP frequently and actively (20, 30, 40 clips, one after the other, on, off, etc, nearly certainly gets me a full system freeze. Especially bad is the wmp web plugin. I lost count of all the times I saw codec wierdnesses, files my wmp claimed not beeing able to play at all despite having all the rights stuff, shit crashing it, etc.
Windows media just barely works. (I never even bothered to try it on BSDs or Linux - I fully expect that to be even worse).
Call centers and tech support work different here.

As for the unions, its not even a union thing. Employee monitoring tech by law is subject to agreement by the cpmpany's employee council - and they rarely do. So you usually end up with compromises like team based statistics, anonymized user data and such.
