Yes, but these subsidies don't fall where the research is done. Most of these are in the middle east. From your article:

Those trillions could be spent on some very useful things. This is exactly the problem with immediately jumping to a solution that requires pouring vast amounts of money into carbon limitations. I *hope* the compromise solution will take place - a quest for more efficient energy usage that makes economic sense in its own right.
I fear we'll legislate our businesses into the ground and make no significant change to the environment.
We need the right amount of regulation. Enough that the game is played equitably but not so much that it is unplayable. I cringe every time there is some scandal like this because I know the next Sarbanes-Oxley overreaction is coming soon so congress can look like it cares.
Why are they showing us alarming pictures comparing winter and the summer in one year?! Yes, ice melts in the summer. This is not informative data. Show us what summer looked like in 1950, 1960, 1970,... not January 2011 and August 2011. So silly!

There are a lot more jobs to be had in the US than Mexico, so it's pretty obvious why people would want to immigrate.
What exactly is it that you think would be the personal attraction drawing flocks of people to move to Siberia if the Chinese government isn't pressing them over the border for colonial purposes?
