Exactly. Most European countries provide a lot more freedom than the US. If we read here what some people are sued or arrested for in the States, we can't believe what we're hearing. Mothers arrested for breastfeeding their child (oh my God, think of the children!), laws against gays, agaist abortion, against euthanasia, against medical use of soft drugs, etc, etc, etc... Some states seem to apply a Christian version of the Sharia! No, the US may be a reasonably free country, but definitely not the freest on Earth. Not by a long shot.
If I were to introduce a new trading system like that, I would probably run it in parallel with the old system for a couple of months, feeding it the same data and checking the results. I can't imagine them just doing some offline tests and then throwing the switch and hope for the best? Surely not?
Imagine telling a trader in the 1970s that we had a 42 second outage in the stock market, it was all over the news, and a few companies probably lost hundreds of millions in revenue.

And in any case, the real decisions will always still be made by people. You know, decisions like repackaging bad loans to sell them as investments. All computers do, is execute human schemes in a more efficient way. It will still be people who read the news and decide to go long or short. They will still be the ones who decide to keep feeding a bubble. (And in fact, the computers will only support that view, since they lack common sense even more than professional traders do).
