    1/3 = .333333...

This allows you (from your opponents view) to look directly into their eyes, yet what you are really looking at is their shoulders and hips and yet you look completely impassive. I hear it is quite disconcerting.

It is a complicated subject as different nations/states have their utilities controlled by governments and/or private organizations.

If it was really an issue, I think it would have come up relating to invasion forces using local water systems and sewer systems as these functionally are no different that an electric utility. I can't recall any invading force using the local toilets coming up as a war crime.

Pillaging relates to personal gain/profiteering, theft of captured soldiers personal effects, looting bodies or theft of opposing forces equipment for personal gain (i.e. Kelly's Heroes)

It is a built in bias, as since only counting circumstances that someone got shot there had to be at least 1 gun there, probably in the hands of the perpetrator. I'd be more interested in knowing the statistics relating to numbers of weapon carriers having their weapon used against them and also statistics of assault where a weapon was present regardless whether someone was shot at all.

(having to wait through the first time death/arrest dialog before being able to reload was annoying, you learn to pause REAL fast)

Lego Star Wars 1 and 2: complete all without buying extras (esp. invincibility)

FFVII: Beat all WEAPONs/max out lvls.

Civilization (any): attempt to win by playing the game as the leader/civ you choose as they historically would have

Resident Evil 2: beat it with the knife

These are just a few artificial restrictions/handicap to increase the difficulty and/or improve re-playability of a game.

P.S. I shoot some decent pool and when I am playing someone who I can tell has a lower skill level than I, I don't call out their slop or non-called combos or if they accidentally touch a ball and put it back. We are all supposed to be having fun.

Where low level coke dealers for example don't deal pot as there is no money in it comparatively and doing so increases their chances of being busted for the harder drug, what coke dealer wants to get busted with a couple of ounces of coke for selling eightballs at $20+ profit in their home/car in order to sell an 1/8 ounce of weed for a $5 or less profit.
