Because when they must expend effort and experience inconvienence they are only going to take the time to scrutinize people who they actually believe had done something. I was working at a local computer shop and we got a bad batch of Amptron mobos that had substandard capacitors on them. Ususally, when they failed, it was within one minute of powering up. So we'd put them on the bench, cover the caps with the manual and power them up. If the caps didn't blow after one minute we'd put them in the systems.
Since the relationship between a private school and the pupil is essentially a business relationship, if the school sanctions a student for conduct that is not specifically forbidden in the agreed upon rules then the school has committed fraud. Fraud is a criminal act and would subject the school's administration to criminal penalties as well as civil liability.
There could be thousands of photos in someone's photo album, and only a few that actually contain data too, so that it's hard to even find the files used, let alone to figure out how they're used.
I have hundreds of thousands of image files on my hdd. Just imagine some poor schmuck trying to find anything hidden on it.
In the end there just isn't the budget or the manpower to enforce the same FCC political advertising guidelines online as are enforced in major boradcast media.
All it takes is one example. They don't have to go after every blog. Just a couple of them. A couple of high profile prosecutions will make political blogging a different sort of beast. FACE didn't require that every abortion protestor be prosecuted. A few prosecutions and everyone with half a brain and something to lose will conform.
What you donate may mean more to you than what Bill Gates donates means to him, but I ask. What means more to them? The thousands that you donate or the millions that he donates?
Seriously, why bother with the paper anyway? Electronic is quicker, easier, and less expensive to produce and distribute.

The "Upgrade" versions of their OS don't require you to have the old OS installed. If you have the install media for an older OS it will allow you to proceed.

Not just the military. Anyone with more power than you. At a job that I had a few years back, higher ups in management wanted us to provided an outline of what we did as a part of our duties. I pleaded with my co-workers to give them what they asked for, "An Outline", but they went ahead and provided step, by step instructions to do what we did. Three months later, our jobs were given to another division and we were all demoted. Same pay, but the jobs weren't as good.
Fortunately I succeeded in planting a poison pill in the instructions. We left out a step. As a result, the people that got our jobs didn't know that they were missing a step so they went ahead and cost the company tens of thousands of dollars.
The point I'm making is this. Your father was right to hold back to goodies. It was his only leverage to keep from getting screwed. If someone has proven themselves willing and able to screw you, the only recourse you have is to protect yourself via whatever means you must employ.
In the Maxis games you never were just one person, making one city Hell On Earth.
In The Sims, I had a Dahmer kind of character who had three hostages locked up in a little room. They had a fridge and nothing else. No shower. No toilet. No chair. No bed. So they ate, cried and pissed on themselves. For those people that city WAS hell on earth. Well, at least until child services took the kid away.
