Yes, there are a lot of crap PHP coders out there. And yes, there is a lot of awful PHP code out there.
As is always the case though, that is not the be all and end all.
There is actually good PHP code out there, there are actually good PHP coders out there.
Describing PHP as the BASIC of the 21st century is actually quite ridiculous and merely illustates that your encounters with the langauge have been limited to bad experiences rather than good ones.
Also, your rant about the static keyword (Which PHP does have but which is used in a different fashion) is compltely IRRELEVANT because you are comparing apples (C) and potatoes(PHP).

Yeah, I'm a troll. Instead of developing a modern tool chain, linux folk scream, "Emacs/VIM, the GNU toolchain and a command line debugger is all you will ever need!" Which, wherein lies the most fundamental problem of the Linux crowd, they feel entitled to tell people what they should want and need, rather than listen to what people want and need. Last time I checked, people didn't have that many problems with the GNU toolchain and wealth of associated tools.
Command-line debugger? I suspect you live on planet 1995...
Seriously, Linux developers enjoy a wide range of options when it comes to software development tools. If you can't find them, you probably don't know how to use Google and SourceForge...
Symbian is not a great example of "Lots of free apps and developer tools".
The developer toolkit is an excessively large download. App distribution is a pain if you wany any kind of penetration.
As for free apps, the state is pretty dismal if you ask me. There are a few gems here and there, but the most Symbian apps I ever had installed on my N73 was in the region of 4.
Frankly, there are more useful J2ME apps available than Symbian ones...
JS is actually a very decent language, it you don't go into it with certain pre-conceptions as to what to expect.

Although I can't stand Eclipse as a platform thanks to its overall bloat and instability, I've found that a minimal Eclipse installation with PyDev does pretty much the best possible job when it comes to Python development. Compared to KomodoIDE, which I also tried, PyDev has far superior code intelligence.
I am not an experienced Python developer however, so my opinion is probably a bit less valuable.
Good monitors definitely help. I personally find that ambient lighting and glare plays a huge role. Any kind of glare or reflection on my screen drives me crazy...

PHPMyAdmin is the devil. In fact, all super-hand-holding tools are. I'll stick with Aqua Data Studio and SQuirreL thanks :-)
