That refers to the built in services that come with XP. By using XP Home, you are only allowed a limited number of simultaneous connections to your IIS, ICS, and print server. That's what you get for using XP Home.
You should see the number of items in Bugzilla related to microsoft.com. For a long time, if you went to the MSKB, you got a bad stylesheet and items would look messed up. Finally MS went through and updated the logic so that IE and Mozilla got the same stylesheet. Tech Evangelism Bug (159494)
Part of the problem with ICQ is that your username is a number. Not only that, but a sequential number so a spammer can message a whole range of people with a simple broadcast. Nothing like having your boss sit next to you when your spam just pops up at you. A lot of people don't do IM whitelisting. Friends change screen names, or maybe you give it out to someone and you just don't have theirs yet.
Did you try the Center for Internet Security? They have a tool (or manual checklist if you print out the documentation) for Win2k, Linux, Solaris, WinNT, and HP-UX. You can use it to audit your policies as well as instructions on how to lock down your computer. There is also documentation from the NSA (upon which this is partly based) on how to lock down a box a lot better than the default policies.
I'm sure there are security bugs in Mozilla that haven't been made public yet. That was the problem with the onUnload(). It was known about for a long time, but not until it became public did it get fixed.
According to developer news site BetaNews.com, the latest beta of AIM 5.1 allows ICQ members screen names to be added to AIM buddy lists with the suffix "-ICQ". The site reported that users of the systems will not be able to send instant messages to each other until a new version of the ICQ client is also released.
Trillian is for Windows, and there is a free version.

No, but the ISPs are supposed to query once a day or so and cache the results, so that the ROOT server isn't the DNS server that Everyone queries.
The support for SVG in Mozilla isn't very good yet.

Right, but now non-"professional" spamming would be illegal and prosecutable. The Association wants their spam to have more attention paid to it.
There's a good chance they're talking about gathering statistics about the game itself (the Application) and not just any piece of software.
They stole a car and the OnStar from it was used to track down the criminals and you're complaining? Haven't you heard of LoJack?
