Exactly. Since everyone here (I assume) is used to getting news via the internet, it is easy to forget that important notifications go out via OTA television, and often times this is the only feasible way of receiving these notifications.
Public notices are often transmitted via OTA TV, which has lead to it being considered non-optional. I don't think that all of these notices (school closings, weather warnings, etc)are even broadcast via radio anymore, making TV or the internet the only way to receive them.

Remarkably, in some cases, articles with the exact opposite view of ACS Law were copied with paragraphs that just had an added sentence to the end which completely contradicted what the original article said.

Excise taxes do not work well for local units of government. People will just go to the next town over that has lower taxes to avoid paying them. Property taxes are the most popular form of revenue for local governments for this reason - as long as the property is owned by someone it can be taxed.
You're missing the same thing that the rest of us are missing: details about the NDA. Without those, we can't tell who is in the right in this situation. Now we just have to find somebody willing to agree to disclose this information...
My first computer was a 233mhz pentium with a crazy case layout that wouldn't allow a graphics card to be installed. I remember playing Half Life and Quake 1&2 using software rendering at something like 400x320 resolution, and thinking it looked amazing. How times have changed since then, and my first computer is downright modern compared to many others' here.
Disk brakes will save rim wear if Google plans on using these contraptions long-term. Reflectors shouldn't be necessary if these will be utilized in daylight. I don't know about stability, but rear suspension (or at least a seatpost) would be more comfortable. No bottle cages (or even mounting holes for the cages) is puzzling.
Stealing equipment that is A) Clearly labeled as belonging to Google B) Probably proprietary C) Equipped with 360 degree streaming cameras and GPS seems like a bad idea to me. Not that mugging otherwise is a good idea, but stealing this particular equipment seems especially dumb.
Your comment about the tree stump is spot-on, actually. The paths around here (the ones not parallel to a road, at least) have a number of paved entryways that you are supposed to use. It is often easy (and faster) to exit/enter the trail at a non-designated point, but you can't tell where this will be possible with just a map.

People can see more than 272 lines at that size, which is what the real problem is. The screen doesn't have to be HD, but 272 is low.
