The windows update site requires WGA but windows still downloads updates in the background. Once in a while WGA gets thrown in at the bottom so keep an eye out!

When downloading or updating java from Sun the default is to also install OO. Highly annoying if you ask me.

Have some tcpdump or ngrep logs to show such behavior? Or maybe your tinfoil hat is too tight.
