When I am writing a web-app... I will often go to their sites as a reference... however, I find that the examples are sometimes lacking.
MySQL's site is rather poorly laid out and makes assumptions that you already know all there is to know about MySQL - pretty good reference, poor for learning from.
PHP's website is excellent - again though - not a great learning source... there are user submitted examples - but they aren't moderated or proofread... so are often garbage.
I think I've learned more about PHP/MySQL from books and PHPBuilder than I have from the actual PHP/MySQL sites...

1. They watch anime. 2. They correct you if you call it something other than their preffered name (japanimation, manga, whatever) 3. Two words: "Anime Hentai"... (score triple points on this one - add one to that if they try to correct my usage of the words in this question) 4. They learned japanese so they could watch original anime without dubbing or subtitles.
...is if someone could put together a cohesive package for linux/windows/whatever. Something that works out of the box with a selection of TV cards (hey the BT chipset is common like dirt... you could even make a commercial package that included a card).
You could make money from a subscription service (to get the TV listings online).
The most challenging part would be the interface - people want it to work like a piece of home electronics - much like the tivo manages, they just don't want to pay tivo prices (or if you're like me you don't live in a tivo supported area).
Combine the tools at elance with sourceforge (free or commercial)... and you're probably most of the way there...

You could always hire a Canadian team - you'd get someone in your own basic timezone that speaks (more or less) the same language - and works for 63% of the money (last check of the currency value).
and this includes computers *personally* owned by faculty.
I assume you mean owned by faculty - but onsite at work? If so - why wouldn't they be treated like any other computer onsite.

You can write your own extension (in C for instance) to interface with the hardware - and provide the PHP functions you want.
