Simply put, nobody likes communicating with people who are.. well... difficult to communicate with. It's bad enough trying to overcome a language barrier in general conversation. It's even worse when you're trying to communicate a technical problem or make a complicated request. I don't want to have to spell out my email 3x in phonetic alphabet. Sometimes I can't even tell if the person I'm talking to actually understands my problem because everything they say is scripted.

Of course, you can also elect to pay for it yourself. But, if you have ever seen what even basic healthcare costs in the U.S., you will realize this is impractical for anyone who isn't Bill Gates. A single emergency room visit could easily bankrupt even a moderately well-off individual. And don't even THINK about having surgery unless you've got a mansion to mortgage.

If you have a job that does not provide health insurance, they can probably still get it for you through their payroll processor and deduct it from your paycheck; then you do not even have to pay income tax on that money. You can get a family policy for under 10,000 USD per year. Have some money taken out pre-tax and put into an HSA to cover what you have to pay to cover your deducible. This will be about 4,000 USD per year for a family of four.

So, you can get health insurance for your family for 10,000 to 15,000 per year, and not have to pay much else.

Oh, you would rather have two cars, cable, and a big house than health insurance? That is your choice, stop whining to me about it.

The district is half poor and half middle class. The graduation rates have been falling and the costs increasing because they are busing the under-performing poor out to the schools in the middle class neighborhoods, building additions to those schools, and abandoning the schools in the poor neighborhoods. The middle class classrooms are being filled with disruptive under-performing students coming in, so the learning is harmed.

Why do they do this? If any particular school falls below a certain threshold, they lose some funding. So they shuffle things around to bring down the better schools to keep the poor ones above the threshold.

The result? Middle class flight, which decreases property values and thus tax revenue, and decreases graduation rates.

Why can we not do something differently? Because the poor population is primarily black and Hispanic, and the middle class population is primary white and Asian.
