Sun removed itself from this fight by cross licensing all its technology to Microsoft and agreeing to no lawsuits regarding patents for the next ten years. It is becoming apparent now what that $2B Java settlement was really about. (And everyone thought MS got the short end of the stick. How wrong we were.) But the biggest player in the patent game is IBM. Their portfolio dwarfs everyone else. If they will make a similar statement to what Novell just has then they can cut Microsoft off before they take the battle to a field of their own choosing.
Netscape used to have something that would do this called Roaming Profile. It would sync with an LDAP server. That functionality is being recreated in Mozilla but it has been a low priority. Take a look at bug 17917 at bugzilla.mozilla.org and vote for it if you want to see it finished anytime soon.
Everyone knows that high mileage vehicles are a good idea but here in the US the trend has been to buy very large, very heavy SUV's which don't get good mileage at all. In fact driving a small car on the same road with those behemoths is dangerous. For example, what is nothing more than a fender bender for a Lincoln Navigator can be fatal for the driver of the Cooper Mini which gets involved in an accident with it. How can we break our dependence on foreign oil when we can't even feel safe buying a small, fuel economical vehicle?
Some states base your vehicle registration fee on the value of your car. While this does tend to progressively ease the burden on the poor who can't afford expensive cars it also encourages people to drive older vehicles that are not in prime mechanical condition. I suggest that the states base registration fees on the EPA mileage for the model of car. That way the larger, heavier vehicles which do more damage to the roads can pay a greater share of the maintenance. It will also encourage people to buy the newer, higher mileage vehicles as well as encourage the manufacturers to raise their mileage standards to follow that consumer trend.
It's not wrong for businesses to try to maximize their profits, that is what we should expect them to do. So obviously the way to get them to do the right thing is to set up the system so that they are doing the right thing for America (decreasing dependence on foreign oil) while they are doing the right thing for their shareholders (competing for customers). It's an added bonus that those who should pay more for road usage generally would.
IANAIC but I do play one on my CV.:-) Expect that you will experience the feast or famine syndrome. In other words, at times you will get no work when you need the money or offers of work that you can't accept because they demand more time that you can spare from projects you have already accepted. Working with a partner may help you to smooth out those peaks and troughs. One person can be lining up work while the other is finishing up a project and both can pull all nighters if a deadline looms.

The Colonel's secretary stated on camera that although she did not type these particular documents, they were in agreement with her former boss's attitude and words. Also a member of the unit who was in the CQ the day the Bush records were disposed of told his story on camera. No doubt some neo hitler youth will accuse me of wearing a tinfoil hat despite that I am only suggesting this as a possibility, but I have heard of much stranger goings-on in Washington which actually came to light. Historically, presidents who get a second term make their most unpopular decisions during the second term because they can't get re-elected anyway. What will Bush do if he gets re-elected? He could effectively overturn Roe v. Wade through executive order, start a war with Iran or Korea or China, release pseudo-scientific studies declaring homosexuality to be a mental illness, continue to chip away at the Bill of Rights, relax pollution standards even further, push for a constitutional amendment to allow foreign-born sons of nazis to hold our highest office, eliminate capital gains and estate taxes (after all, why should a rich senator's son ever have to make his own way or risk his life in Viet Nam for that matter!)
I think you are grouping guerilla tactics in with terrorism. We have seen some politicians do so to stir emotions and raise support for causes that more rational minds might reject. And we see the media do so out of competition for eyeballs. But doing so runs the risk of crying wolf since the public can't be exposed to alarm after alarm with no actual attack without losing that sense of urgency that we need to be ready to respond to a real crisis.

Presumably she wanted to show an increased need for funding either for her own satisfaction or as a political favor to the director of that program.
