    People from China are usually hard work and really picky about small things. I work on a class project with a couple of Chinese people and I learn a lot of things.

    People from India just know how to copy and paste, fake resumes, and scratch their feet on their job. You will never see a single Indian work for their paycheck. All they want is to show up and get the check. Having class projects with Indians was the worst experience I ever had.

    Windows 2008 R2 Enterprise is FREE from MSDNAA, and it is so easy to use that your department can hire undergraduate students to be SysAdmin, which means you can just pay them $9/hour and save all these personnel cost!

    Remember loans count too, not just grants.

    And if you factor reserach grants from NSF,DOD,DOE,NIH etc.... the number is closer to 99%.

    I came from a major public research university in Chicago, and the cheapest dorm goes from $7000 per 9-month academic year to $11000 per AY for the nicest "freshman" dorms. Living in off-campus apartment cost around $500 a month (assuming you share those cost with someone elses).

    Living in my parent house from outside the city + a 2-hour train commute is $200 a month.

    Live in dorms = debt.

    You don't need to live in dorms to get preparation for life. You will learn it when you were forced to do it sooner or later. I would rather choose the path with no debt.

    Windows tax is actually more like an instant rebate. It saves you money than building machine on your own.

    The best way to do it is buy an already built windows box, then wiped it out and start over.
