Google maps has been fairly accurate in Minneapolis the past few years.
It used to be terribly inaccurate and I would resort to using Yahoo maps for traffic.
It probably wouldn't be quite as bad as you think. They scrapped a lot of the old code when they switched engines. In the end they used a modified version of the Unreal 2 Engine so they were at least building off of something good.
There are a lot of good PC games with great graphics that completely ignore consoles. You just have to look harder. While console games have advertisements all over TV and stores PC games have stuck to the more niche advertisements they always have used. Look at PC gaming websites The high end PC games target future hardware and you won't be able to get a high frame rate on the highest settings even if you have the latest and greatest card.
Even for ports a super high end graphics card is beneficial. Console games are typically rendered at 1280x720 or even lower resolutions and typically target 30 frames per second, 60 if you are lucky. PC games are typically run at 1920x1080+ and people have 120hz+ monitors, some have multimonitor setups with enormous resolutions.
It would negatively affect performance to be more accurate in many cases.
In a program I made it took a playlist and copied over all of the files to a specific folder.
These files were varying sizes and from varying folders and could even be from different hard drives.
For the progress bar I just used (files copied)/(total files).
You could have songs that average 5MB but have some sort of megamix mp3 that is 300 MB, and maybe some sound effects that are only a couple KB. The progress bar isn't going to be very steady with inconstant file sizes.
If I wanted to be more accurate I could have looked at the size of each file, but that would take extra time because the program would have to read the filesize of each file. It would slow the transfer over a lot and it just isn't worth showing a more accurate progress bar for that.
Even if it did that hard drive seek time varies depending where the file is and files can be fragmented to varying degrees and you can use your hard drive for other things while it is running and a crapload of other variables.
The summary is misleading.

It isn't rated by the ESRB as AO. If it was rated by the ESRB it would be M.
PlanetSide 2 is one of the few games where you never have enough CPU.
But for 99% of games you can get a graphics card a couple generations ahead of your CPU and still not be bottlenecked by your CPU. It has always been like this.
