Outlook Express has the feature of letting people use it for any email account, whereas Microsoft would prefer you to use MSN or Hotmail only. Including an email client that can connect to any POP3 or IMAP4 account is not consistant with their new policy of wanting people to use MSN or Hotmail.
If they're still using 2.95.3, then obviously their contribution hasn't been substantial. Indeed, the OpenBSD developers rant about this frequently, and it seems that all GCC really cares about is lunax on x86. That IS the platform that pays the salaries of the professional developers working on it for Redhat and whatnot.
