Furthermore, the rules for getting an ID vary as do the people providing the ID. You would figure on/. of all places, that social engineering would be a familiar concept. Most of the time it is how you interact with the person rather than the rules. So geographical location, personality and social skills play a larger part than what the "rules" are. YMMV.
