C is the classic and it's operation is found in all of the other languages, plus it has memory management (While going out of style, people should still learn). I would also suggest Python, because it is an Objective Oriented and great language to learn Objective Oriented programming.

I just looked this up, but Amazon EC2 does not charge for INCOMING traffic. With a properly configured Webserver with security modules, the traffic comes in, but never goes out.

I can use myself as an example, when I pulled California Unemployment Benefits about 8 years ago, I got $440 (gross) a week. My salary at the time was just about 4x time that. Unemployment barely holds that fiscal line and California Unemployment are also on a sliding scale. So, if you don't make much, you don't get much in Unemployment Benefits.
