I agree with the previous post in thier definition of defamation although I am not a lawyer. Brings to mind a case in Australia, a man was named by a police as prime and only suspect, no charges have yet been laid, mainly because the man is sueing on defamation grounds, police can't use thier evidence because any evidence they bring forward cant be used in a criminal case,
Essentially, for the police to win the civil case they need to prove the man guilty, which would then mean they cant prove him guilty in a criminal court.
I know, lets spend billions and 10 years of research on building a spacecraft that will crash because we sent it to Europa without the technology required to land safely, sounds great
This is just a way for the government to keep track of information they already know. This is just an attempt by the government to make itself, dare I say it, simpler.

Now to continue talking at a completely different tangent, you think Fallout 3 and Masseffect are hard for the player, I cant help but think of an original Playstation game, (cant remember the title) this was a game where there wasn't a single walkthrough on the web that had managed to get past the halfway point, of the first level.

Use the latent heat stored in the Earth to boil water to drive a turbine. The water is forced down into the Earth's crust where heat trapped millenia ago boils the water. This technology is under serious consideration for the central part of Australia, and I can think of places in America where it is viable as well.
As for the copper coils used in converting the power one of the main areas of research today in the field of power generation is a superconductor which would mean less copper and more power from all existing technologies
