Many groups are talking about manned trip to Mars. Once obstacle is exposure to radiation of all types outside earth's magnetic field.
Setting aside the political/activists issues, how practical would it be to put a reactor on a ship that could generate a magnetic field strong enough to protect the occupants from the forms of radiation expected to be encountered?
If that reactor could be placed on the surface of Mars, would it then be able to offer the same protection to the habitats?
I believe The Star Trek world had essentially unlimited energy and of course, replicators. What need would there be for money when most any material item could be had more or less for free?
People often look at it from a point of view of reimbursing the victims. But in cases like these, the goal is to dissuade further like behavior.
How do you do that with BCH? Hit them in the pocket book. If it costs the stake holders money (not sure it it's a state or public hospital), changes will be made, people will lose their jobs, etc. As it should be. I am all for economic aid based on income. That is not a race thing. You can extrapolate it to a race thing if you want, but the bottom line is that needing money is needing money.
Affirmative Action is ultimately a futile gesture in that by the time a student reaches college, it's too late. Essentially, A.A. is closing the barn doors after the horses have fled.
Assuming two children with the same abilities, the primary indicators of academic success will be the Primary and Secondary schools and parental involvement, irrespective of economic situations, the vast majority of the time.
Efforts should be focused on improving the Primary and Secondary schools...variables that government can influence. Note that Improving does not automatically mean more money. School Choice, Teacher accountability, better discipline ( I favor laws that would immunize teachers from prosecution in self defense situations and intervention in altercations and also vastly increased powers of teachers to discipline students), to name a few.
I have no idea how to improve parental involvement.
But in the end, letting them go through the Hell that is our Elementary, Jr, and High school systems and THEN being concerned about them getting into college is just plain stupid.
It's more likely the result of fees that are routinely over $100. And to really enjpy the game (be good enough not not get pissed all the time) you need to play at least three times a week.
