Yes the registry can get muddled up but bloat caused by MS architecture failures seems to be the culprit in my opinion. I don't have metrics or references just 20 years experience as an admin. The SxS mess was created to fix the DLL hell mess.
An often overlooked killer is the environment path. Say for instance you install a program that prepends their path to the environment path and guess where the OS starts it's search every time it looks for an object on disk, in that folder. The entry %SystemRoot%\system32 should be the first in the path.

All retailers and software providers must comply with this initiative if they want accept Visa cards as payment. Having worked in the retail POS software industry for the last 11 years I have seen all sorts of non-complient behaviour. Just because someone passes a law or publishes a standard doesn't mean that everyone is following said law/standard. Everyone stores your card information at some level or another.

I think another reason this failed is the connection to the gun industry. Remember the lawsuits against gun manufacturers. Gun manufacturers aren't responsible for killing people, the users are. Same with this. The software company isn't responsible for what the user does with the software, the end user is the resposible party.
If SCOTUS let the RIAA sue the software companies, then it may open the door for similar lawsuits in other industries.

I work for a software company that has it's corporate headquarter in Montreal and I find working with my Canadian colleaqes to be quite frustrating. Many of the people I work with never even try to figure out a problem themselves before calling and whining. I know this is not indicative of the whole country but I wouldn't doubt if it was of Quebec. And yes even the French can't stand the Canadian francophones.
