At work, many people use IE - but nobody has to. I'm also plannign on moving everyone at the office to Firefox once it hits 1.0. It's hard to get the PHB's to agree to something that's not 1.0:)
It's a public health issue. Public laws are being enacted to fix it.
If that's the case - then why is it legal? If it's legal, people ought to be able to use it. Otherwise, where does it end? Shoudl you be able to smoke in your house? In your car? In your front yard? Business are private places. It's not like a city hall where people need to go there. People in the US are free. That means, if they want to do something unhealth - so be it. It also means, if you don't want second hand smoke, don't go to establishments that allow smoking! That's what being free means! It also means that private business can allow or it at their discression - that's/their/ right.
Does a problem exist with outsourcing? Perhaps. I don't know. But, the way you summarized the article made it sound like you were trying to make a bigger deal out of it than the numbers supported - as if it was wishful thinking. In my experience, from just casual observations, i havn't seen a problem with outsourcing. I don't know anyone that's been oursourced. I havn't heard people complaining about it, except a few wishful(?) individuals on/..
If you're all for getting gov't out of business, then why are you mad that nothing's being done about outsourcing? What do you propose we do?

About this smoking thing: I don't smoke. I just believe that a private establishment ought to be allowed to make their own decisions on whether or not to allow smoking. If so many people want smoke free bars/restaurants, then it would be to a business' benefit to go no smoking. Fact is, if a city requires it's bars and restaurants to go no smoking, they lose heavy business to neighboring cities. It's a perfect example of something that the market will work out for itself. And as far as mr. i don't like second hand smoke: neither do i! But you don't have a right to demand that others not smoke. If you don't like it, seek out non smoking establishments! Write a letter to your fav restaurant and tell them you'd like them to go smoke free. But for god's sake don't make it a law.

I had this happen to my mom's computer - but it wasn't tcp/ip - it was dhcp. I couldn't get her computer to grab an ip, but when i set it to a static it worked fine ./me hates spyware.. gotta go over to the girl friend's parents this weekend to spybot/adaware (i do both in safe mode).
The utilities will ask you after you scan and clean if you want them to run on the next reboot. Just say yes to each one. They'll both run again on the next reboot before anything else loads..

I actually carry a cd with both spybot and ad-aware with me in my car, with the latest definition files for each. When I get to an infected PC, I go straight away into safe mode. Run both utilities, reboot, and have them both run on reboot (before anything else loads). This seems to do a pretty good job of cleaning it up.

The better bittorrent clients let you limit the UPLOAD speed, I have yet to see one that lets you limit the DOWNLOAD speed, which is what the original poster was asking. If you know of one, please share, because I have been looking for one
The way bittorrent works is that your upload speed sets your download speed. If you don't upload at all, you won't be able to download. That's why it works!

Most people I talked to believe government is the only hope; that egovernment and other government projects are the only way to develop a sustainable local IT sector.
With that attitude, things will never change. They need to be entrepenuers (sp?) and build their own market from the ground up. It won't work top down style sitting around waiting for the gov't to start ordering technology. Computers are cheap (even there) - start using them.

The best way to do it is to use (with a windows environment, anyway) deep-freeze. It is software that restores the box to a pre defined image on every reboot. So, your users can do whatever they want on the system, when it is rebooted, the box comes up clean and sparkly. Worked pretty good in our labs at the U.
Well, with my method the guilt sits on the shoulders of them. With your method, they feel great while you have all the guilt. So, it's a question of whether the guilt is worth the money.
