LONDON -- Reuters said Tuesday that the Goatse guy, while working for the news agency, was beaten, taunted and forced to put shoes in his mouth during his detention at a military camp near Fallujah in January.
After being freed from his Jan. 2-5 detention, Mr. Goatse told Reuters about his alleged ordeal but only decided to make it public when the U.S. military said there was no evidence of abuse, and news broke about the mistreatment of Iraqi detainees at Abu Ghraib prison near Baghdad.
Reuters quoted the Goatse man as saying he was beaten and forced to make demeaning gestures as soldiers laughed, taunted him and took photographs. He told the news agency he also was degraded by being forced to insert fingers into his anus and then lick them, and to put shoes in his mouth.
"The U.S. investigation in this case remains totally unsatisfactory as far as we're concerned," Susan Allsopp, a Reuters spokeswoman in London, said Tuesday. "We would urge them to reevaluate the investigation in light of recent invents."
The Reuters staff said the abuse happened at Forward Operating Base Volturno, near Fallujah, after Goatse was detained while covering the aftermath of the shooting down of a U.S. helicopter near the Iraqi city. He was held at Volturno, then at Forward Operating Base St. Mere, they said.
The U.S. military, in a report issued before the Abu Ghraib abuse became public in photos shown around the world, said there was no evidence the Goatse guy had been tortured or abused.
On Monday, the news agency said, it received a letter dated March 5 from U.S. Lt. Gen. Ricardo Sanchez, commander of ground forces in Iraq, that he was confident the investigation had been "thorough and objective" and that its findings were sound.
Reuters said the Pentagon has not responded to a request by Reuters Global Managing Editor David Schlesinger to review the military's findings about the incident in light of the scandal over the treatment of prisoners at Abu Ghraib.

This is no different than what happens at the Skull and Bones initiation and we're going to ruin people's lives over it and we're going to hamper our military effort, and then we are going to really hammer them because they had a good time. You know, these people are being fired at every day. I'm talking about people having a good time, these people, you ever heard of emotional release? You of heard of need to blow some steam off?

LIMBAUGH: You know, if you look at -- if you, really, if you look at these pictures, I mean, I don't know if it's just me, but it looks just like anything you'd see Madonna, or Britney Spears do on stage. Mostly, though, don't overthink monads, and you won't have problems. 99% of the "confusion" that people profess to feel stems from them trying to trace monads back into category theory.
Leave that to the computer scientists; it's completely unnecessary for writing real Haskell programs, and may just cause you to waste time. If you know how to "do {foo <- monadic_func;return (pure_func foo)}", then you are in good shape.
The Internet has played a significant role in the latest increase in cases of syphilis among gay men by introducing partners more likely to practice high-risk sex, according to a study.
About 22 percent of homosexual men diagnosed with early stage syphilis reported meeting one or more of their sexual partners through the Internet around the time they were infected, said the study by the Los Angeles Health Department on Wednesday.
Researchers at a national conference in Philadelphia on the prevention of sexually transmitted diseases also said they found gays who used the Web to meet sex partners were almost four times as likely to have anonymous sex than non-Internet users. They were also more than twice as likely to use injected drugs as those who found partners more traditionally.
Of gay men who met their partners online, 67 percent were HIV positive, according to the study.
"The Internet is an important venue for conducting STD/HIV prevention and control," said Dr. Getahun Aynalem, an author of the Los Angeles Health Department study.
"Potential public health prevention and control efforts should include interventions like online outreach."
The Internet was one of a number of factors contributing to the rise in syphilis and other sexually transmitted diseases among gay men, Aynalem said. Other contributors included the increasing use of the recreational drug crystal methamphetamine and the erectile dysfunction medication Viagra.
Nationally, the incidence of reported syphilis has increased by 18 percent in the last three years, according to the Centres for Disease Control and Prevention. For male homosexuals it has multiplied 12-fold.
Between 1999 and 2003, the proportion of all U.S. syphilis cases among gay men jumped to 60 percent from 5 percent.
The Los Angeles research found that men who went online to find sex partners were more likely to engage in risky sexual behaviour than those who found partners elsewhere. For example, of those who said they were the dominant partner in anal sex, 91 percent were Internet users compared with 80 percent who were non-browsers.
The Web can also help control the spread of STDs, researchers said. Online, partners can be notified of a person's sexual history and chat rooms where health counsellors can discuss STD prevention and control can be set up.
You should all know by now that Attorney General John Ashcroft has had his gallbladder removed. I just wanted to assure you all that he is doing well, and that there is *nothing* to worry about. This is a relatively routine procedure, and the vast majority of those who undergo it come out just fine. Of course, this is not to discourage you from offering your prayers that he have a speedy recovery! God bless John, and God bless America!
Doesn't matter, since we'll be kicking Bush's corrupt, greedy, cronistic administration out of office this November.
What do you think Kerry's chances will be when Bush pulls Osama out of his hat two weeks before the election? The big O has been held in a cage in Pakistan for months now for just that purpose.
And I can certainly "update" that variable by later saying "x = 10".
Not within the same scope you can't; you'll get a "conflicting definitions for x". And another 'x' in a different scope is not the same 'x' in any way, any more than two local 'x's in two different c functions are the same. You can assign different values at different times to an 'x' in a c function, but you cannot in Haskell.
There's not even any such thing as "later" in Haskell unless you are inside a monad, but that is, in fact, (part of) the point of monads: you give up purity/referential transparency in exchange for things like explicit sequencing.

A selection from the collected works, entitled "Responsible Software License":
Software is a interesting invention. Software has this interesting property, that it can be duplicated without cost, as if like copying money. Never in history are goods duplicable without cost. But with the invention of computer, the ephemeral non-physical programs breaks that precept. In digital form, program and music and books all become goods in essentially infinite quantity.
All is good except, bads in digital form can also multiply equally, just as goods. Wellknown examples are computer viruses and email spams. Unknown to the throng of unix morons is software bads. In a unix moron's mind, the predominant quip among hackers is "where is your code?", singnifying the mentality that a hacker's prestige is judged on how much code he has contributed to the community. Therefore, every fucking studs and happy-go-lucky morons put their homework on the net, with a big stamp of FREE, and quite proud of their "contributions" to the world. These digital bads, including irresponsible programs, protocols, and languages, spread like viruses until they obtained the touting right of being the STARDARD or MOST POPULAR in industry, as if indicating superior quality. Examplary are C, Perl, RFC, X-Windows, Apache, MySQL, Pretty Home Page (and almost anything out of unix). The harm of a virus is direct. The harm of irresponsible software (esp with unscrupulous promotion) is the creation of a entire generation of bad thinking and monkey coders. The scales can be compared as to putting a bullet in a person brain, versus creating a creed with the Holocaust aftermath.
Distribution of software is easily like pollution. I thought of a law that would ban the distribution of software bads, or like charging for garbage collection in modern societies. The problem is the difficulty of deciding what is good and what is bad. Like in so many things, i think the ultimate help is for people to be aware; so-called education; I believe, if people are made aware of the situation i spoke of, then irresponsible software will decrease, regardless any individual's opinion.
--
The most important measure to counter the tremendous harm that irresponsible software has done to the industry is to begin with responsible license, such that the producer of a software will be liable for damage incurred thru their software. As we know, today's software licenses comes with a disclaimer that essentially says the software is sold as is and the producer is not responsible for any damage, nor guaranteeing the functionality of the software. It is this, that allows all sorts of sloppitudes and fucking fads and myths to rampage and survive in the software industry. Once when software producers are liable for their products, just as bridge or airplane or transportation or house builders are responsible for the things they build, then injurious fads and creeds the likes of (Perl, Programing Patterns, eXtreme Programing, "Universal" Modeling Language...) will automatically disappear by dint of market force without anyone's stipulation.
In our already established infrastructure of software and industry practices that is so already fucked up by existing shams, we can not immediately expect a about-face in software licenses from 0 liability to 100% liability. We should gradually make them responsible. And this, comes not from artificial force, but gradual establishment of awareness among software professionals and their consumers. (Producers includes single individual to software houses, and consumers includes not just mom & pop but from IT corps to military.)

TAIWAN police yesterday arrested 93 men caught taking part in a homosexual orgy in the first such crackdown on the island, officers said.
The men, including seven from Hong Kong and Japan, "had all stripped to their underwear, and we also found several dozen used condoms dumped in their love-making room", an officer with the Taipei police said.
