Editors' primary responsibility is to know who the appropriate reviewers are.

So the editor must know the credentials and area of work of every possible reviewer in the world. That seems to be a tall order.

If the editor simply follows my suggestions, nothing has been done to ensure the reviewer is an expert in the field.

That is the problem. The editor should check the credentials of the suggested reviewers and filter them for expertise and conflict. A good editor would also add at least one reviewer not on the list.

One example is Joe Muller & Sons farm in Yolo County, which grows tomatoes, peppers and sunflowers. The farm runs a buried drip irrigation system on 650 acres in the Woodland area. This cuts costs because it means the farm has to buy less water or pump less groundwater from its own wells.

    1. He had yet to start work
    2. He let the exploit out to the general public before informing his soon to be employer.
I believe that it would have been a different story had he just reported the exploit to Google rather than publishing it.

That is the difference between a white hat and a black hat. It shows poor judgement, need for recognition and the propensity to do similar stupid things in the future.

    1. Ignore it and hope he realizes.
    2. Talk to him and discretely mention the issue.
    3. Stand in the middle of the room and shout out the fact that your boss has his fly down.

oh, all complicated software has exploits? true. so you're really eager to plug those holes any way you can, right? you're really glad someone found one for you, right? prove it, by rewarding those who find the holes

Say you make $70K/yr in a job that required a university degree and ten years experience and have worked for the company for five years. Your work week is usually 60 hours and you often work weekends to get projects complete. Say a new guy is hired in the mail room. He is a high school dropout works 9-5 seven days a week and never works weekend. What would you think if he also made $70K/yr?

It does impact you financially as well. Every company has a budget for wages. When some wages go up others are held down. The extra money being paid to the mail room guy is not being paid to you. You could be making $80K/yr but the company does not have the budget to do it.
