You will be likely shortening the lifespan of your PSU doing that. I did that too, and mine burnt out after two years. When I got the quality replacement, I noticed just how much more surface area its aluminum heatsink had to keep it cool.
$60 is quite reasonable and it's very quiet. Considering how little you'll be loading it, the fan will probably never reach past 20dB. That's basically silent from 4 feet away sitting on the floor next to a desk.
Your idea would require a LOT of wire running from the PS on the floor for the different voltages, and the PS would still have to be well ventilated and thus off the carpet. There isn't much of a market for your idea at a $40 price. The near-silent Zalmans and the fan-less supplies already have the higher price points covered.
Finally, some people do put their systems in a closet or adjacent room and drill holes for the cables. Not much point in only separating the PS if the hard drive will still make a miniscule amount of noise. People who care that much just move the whole system instead.
What if I want my headphones to fit in my jacket pocket and not pull that side of my coat down? Oh yeah, I weigh 170 pounds so it's not like I have a XXL coat with giant pockets.

Your post makes you sound like a curmudgeon and probably insecure needing validation for still using Winamp. What were you hoping for, two to twenty people replying that they still use it? How very useful that poll will be.
Matter of fact I still use Winamp when I'm previewing songs before deciding to keep them and add them to iTunes. It also supports.spc for SNES music, which I still like. As for iTunes, you should consider how you make playlists and if you'd like to make them more varied, or easier to create, because iTunes is quite good for that. Although I'll be trying out MusicKube in hopes that it's iTunes plus the options Apple refuses to put in because they might confuse non-advanced computer users.

Now if I just knew how to rename mp3 filenames and run a program or script that would update my iTunes database with the adjusted filename. Yes I prefer to not let iTunes organize my files because I have a non-iPod mp3 player and the files are more useful in folders based on their genre.

Those 3 seconds might only happen in low light, and only then it's more like 2 seconds. Moreover, if the cam uses a DIGIC II processor it's very fast in general.
