Frodo failed quite a bit near the end. From the point of Shelob to the end he was pretty much utterly useless in the books. In the third book, I don't even see Frodo as heroic, it is Sam that keeps him moving the entire book.

Afghanistan and Iraq were wars declared by congress, so those can't be claimed. Considering that Bush wasn't in battle in those countries personally, I don't see war crimes being relevant.

The only one on that list I have a problem with you listing is the last one. Manning broke the law, and broke an oath he gave. He didn't expose wrongdoing but instead just gave a dump of a large amount of information he had access to. He is no hero, and according to law could be shot by a firing squad (espionage during wartime is literally punishable by firing squad).
