You can only claim something by being there in possesion. Just like the people who claimed land in North, Central and South America a few hundred years ago. Then you might want to defend it in order to keep it.
Claiming something without the ability to take possesion is a waste of oxygen, something lawyers are good at.
The FCC board is appointed by the President. Not all at the same time, as they have staggard terms. These terms are also for 6 years so that hopefully they will do a good job without having to kiss either Presidents ass, that they serve under. And yes, Congress will still have to pass a law to finalize it, but the FCC can act ahead of that. One of the few agencies that can.
This whole thing just levels the playing field. A police force or the FBI still has to show probable cause and get a judges order for a wiretap, Just like landline or cell phones, they are all now equal.
Emperor Linux has been offering laptops for a while now. IBM's, Sony Vaio's, Dell's, and Sharp. Preloaded with a custom kernal so that everything works. They also offer custom configured Red Hat workstation or Suse.

This looks like the best solution to me, and it avoids the HP problem.
No insurance company in history has ever hired a claims adjustor to take care of the policy holders. They are hired to deny everything they can possibly get away with and give the board members and shareholders big checks.
Once you understand this, everything about insurance becomes clear.
Considering how Sun's management has run Sun into the ground, the idea of them getting Novell and Suse should have most intelligent people worried. I still want to see the new version of Netware running on Suse by the end of the year. That should be one secure and tight setup.
IBM is not dependant on Suse, the have more invested in and with Red Hat than they ever spent with Suse.
You can't find messenger service or messenger on my machine. There is more M$ spyware in SP2. Running a NAT router, F-Prot AV, and eliminating most of M$ virus traps is what causes safety. The only way to start IE on my machine is to click on update. Unless you have a password and know how to find the exe file. My wife and kids don't have an admin password. I don't catch viri either, at least not in the 9 years I've been online.
Except that those of us who don't like invasive proceedures on our computers, like DRM, will not accept SP2. It will fix many problems but the cost is too high. I will download individual pieces that I need and ignore the rest. I also deleted messenger from my machine, don't want it or need it.
If this is being done in the Wasington DC area. It could be real interesting. Especially if the DOJ raided it and pick up a few Senators, Congressmen, or members of their staffs. Bet that would kill the Induce Act real quick!
All they do is try to sell info to advertisers about everything we do on the internet. The do have their own spyware and this just might deliver more income than the ads they run.
You're right. It won't make a bit of difference next year. but it will matter in three years. 32's didn't take off until the aps were available and the hardware price dropped. Which happened fairly close together.
It needs to go to the Feds. This is a classic interstate fraud case and the Deparment of Justice has the jurisdiction. I think it actually falls on the Federal prosecuter for that district. I belive the penalties are rather severe when you add all the individual charges together.
Just remember why there are two programs. The DOE project is for weapons research, nukes, star wars, whatever. The other one is for general use, geology, ocean currents, weather,.....
ABC, CBS, NBC have alot of catching up to do. CNN and Fox News are showing much more violence from Iraq than the other three show any day put together. Quality violence is so hard to find.
This so simple that lawmakers will never get it. Bureaucrats can't do anything the simple way, we must make it as complicated as possible. Thats how they justify their existance.
Who's in charge in Florida. A different Secretary of State = a complete screw up of an election. It's not that hard. Anything that doesn't produce an audit trail is junk.
Go into a US hospital and get charged $6.00 for a fifty sheet box of Kleenex. Or $5.00 for one acetominaphine tablet. They are really trying hard to make it a $1500.00 per hour minimum for being in a room. In 1998 I had neck surgery, 22 hours in the hospital $25,000.00 hospital bill to my insurance.
Can we have a new mod catagory? Genius would work for the parent above. Most new laws are unnessesary if the existing ones were enforced properly. Careless driving would seem the correct choice for this one. A careless driving charge can lead to a 2nd degree murder charge in most states.
Most counties are forbidden by their state laws to run a deficit. Most States in the US can't run a deficit by their own State Constitutions. An increase in income should be offset by a tax break. Of course they will find a stupid way to waste it.
Most Americans would bitch less about taxes if the money they sent in was spent wisely. Most is wasted.
Every time SCO rolls the dice praying for a 7. They get snake eyes.

Try googling de-compilers. There are several already out there.

Actually it's the businesses that contribute to both sides, so the winner owes them.

On that theory you just made paupers that we never heard of out of Bush and Kerry both. Thank you!

But then prior art should apply. That will defeat the patent.
the fact that feces still stinks, no matter what you call it.

I mourn the death of common sense.
