The engine block is stamped on the right front (speaking from the drivers seat) of GM V8s (the old small block and big block). The block has a pad cast as part of the block that is machined when the surface is done. When the cylinder head is bolted on the pad sticks out below it. When rebuilding an engine you can change the number, just let DMV know about it. I put my own numbers on engines I built for racing in the 70's and 80's.
The problem will be re-writing all the programs that only allow X number of characters for the VIN. It's not that big a deal to change a line or two in each program, but collectively it's a pain. I doubt if any two states use the same program. I don't think it's as big a problem as the article says.

How are the rovers holding up? Not just the lower stage of the landers. There is a lot to be learned for planning of a permanant base.
If we want to go back, send a mars type rover first and put it near one of the previous landing sites. It would be nice for planning purposes to know how the lower part of a lander has held up for thirty years or more. Might help plan the construction of something permanent.
Most variations in fuel blends are for altitude and temperature, some are for specific laws (all California blends). You don't get the same gas in LA that sells in Denver, or Phoenix, ever. There are approxamatly 37 different blends in the US for a year.
1969 Chevy ElCamino. When I got it, used it got about 12MPG around town and a best of 18 on the Interstates of NM and AZ. Then I rebuilt the engine, all GM parts inside, Edlebrock intake with a small (600CFM) Holley carb, headers, Mallory distributor. 17MPG in town and 25 on the highway, with the A/C on. The cam was from the 325 Horse 327, great mileage and plenty of go pedal. It also passed 75 CA emissions standards with no add on smog crap. I think it's called efficiency.
I did tune a 78 Triumph Spitfire that had and EPA of 27 highway and got 36.5. I used to make a living tuning for mileage, back when you colud re-jet the carb and change the advance curve in the distributor.
If this is another case of sloppy programming by M$, everyone that looses money can sue. A class action suit for negligence, starting price 10 Billion. We will of course demand actual reimbursement of damages besides that fine, and we are always willing to negotiate.......UP.
