I'd be curious to know how people in the UK feel about the congestion fee toll which also can essentially know when your car was at certain places.

This just means they are coated in ceramic, copper wires are often coated in insulation, but that doesn't mean the insulation is the conducting material. The ceramic could just as likely be a part of the heat dissipation and completely insulating

I'm not saying you are wrong, I just dont see where you are getting your info from - are just you making assumption without any specific facts to back it up.

They claim at LN2 temperatures it is superconducting (or the article says so, it might be making the mistake the really good conductor is "superconducting" whereas the definition is Restistance of 0).

LN2 temperature superconductor is fantastic for superconductors, LN2 is really easy and cheap, room temp would obviously be much nicer but is a ways away. And from the sound of what they are doing this is actually usable and not ridiculously fragile and rigid and hard to make.

I did notice no mention of publication/article/verification

I wasnt questioning it on this particular instance, I was just curious in place such as Pakistan where a covert sometimes legal, sometimes illegal operation may occur, if someone has such a tracking program on their phone whether they are just expected to not bring a phone or if just such programs are outright disallowed.

On further reflection I guess this data is already stored in iPhones at some level in the way that created a big stink earlier this year.

If you dont want people knowing where soldiers have gone, its good to keep in mind that these sorts of tracking are in very commonly used day to day devices.

You could have people not actually donate, but make a pledge that you agree to only collect, and will only be donated if you have $XXX,XXX of pledges. I don't know about services that do this though. But if it is not an online campaign but rather a snail-mail or personal campaign this is definitely an option.

Alternatively you could have your donation link just be so people email you a pledge as above, and just make a note that these pledges are binding financially as long as $XXX,XXX in pledges is reached. And they can leave an email or contact where you can let them know once that amount has been reached (and so they owe you money)

Similarly you could tell people that you would like them to submit matching grants, where-in they dont pay until someone else actually donates.

Not exactly what you want, but there are lots of options.
