Personally i would say its not mass destruction if there are no significant damages to multiple structures. The name gives it away, its destruction, on a mass scale. The only exception to this that i can see is if the weapon produces fatalities on a large scale instead of structure damage. Like chemical and biological weapons, which kill on a mass scale yet leave structures undamaged.

Technology tends to advance forward you know. 150 years ago the thought of getting from N.Y to London in 8 hours was the stuff of fantasy. Today its an everyday thing.

Except india is a fucking shithole. They have a ridiculous caste system which is still in place to this day. Kind of ruins the whole democracy thing when a large section of your population is allowed to be treated like utter shit, and made to live in garbage filled shantytowns. If a few die from having stupid parents that never taught them gun safety (or any other safety procedures for that matter) then w.e, ill chalk that up to darwinism and nothing of value was lost.
