For the time being at least Electronic Boutique will refund you fully and with no-questions-asked if you return a game within 10 days. It doesn't even matter if it's opened.
I have no idea what would be involved, or if you have the time or inclination, but this sounds like it could be an ideal project for you to try to write your own drivers.

Personally I've never noticed much difference between bulk packs on spindles and the more expensive name brands. I've got (ahem) back-ups, vcd and audio disks on all sorts of different types, colours, sizes and supposed 'max speed' disks and I've never had any problems restoring my (ahem) back-ups on any machines, nor listening to the audio on a range of cd players, including my portable Technics and my Sony midi and the VCD play fine on my Wharfedale and on my PC.
My friend did comment that an audio cd I did for him sounded 'colder' than the original disk, to which i snorted at and informed him that that was impossible as it was a bit-for-bit copy, but I read somewhere that different quality cdr can indeed sound different, but as I'm no audiophile (regularly listen to mp3 through headphones without wincing) it doesn't bother me.
I recently had zeonews recommended to me. It's reminiscient of OE, but shows a lot more functionality. I prefer it to OE and ForteAgent which are the only two I've used regularly.
Zeonews is the latest version of newsgrabber, of which you might be able to get an older version free.

I remember a lot of talk about hovering scooters and such. Your question reminded me. A quick search on google provided this link to the Project Ginger homepage.
Seems it's not a flying scooter, but a robot chair that can climb stairs, although the website's still not exactly clear what it's for, I'd guess it's for the disabled.
If you're in the right area you could sign up for NTL digital and get unmetered access free on top of your telly + phone, you might even be lucky enough to get their broadband package for £25 on top of the digital package (making the total as little as £40 for cable telly, phone line rental and broadband).
I wasn't in the right area, so I had to make do with BTOpenworld... £75 install + £40/month for ADSL.

Paypal states you can send money from a paypal account to any email address... Presumably they simply email the address in question and suggest they sign up if they want to receive the cash.

This site apparently has the worlds first working PS2 emulator. It's in extreme beta and the readme included in the zip states minimum requirements as: PIII 550Mhz 32Meg+ Video Card 128Mb of RAM.
I haven't tried it yet, as I'm at work, but I'll be trying it tonight as soon as I get home. --
Never mind the clouds, I'd expect that the curvature of the Earth would be pretty pronounced from up there (correct me if I'm wrong). THAT would be the clincher for me... --
