Actually, advertising CAN reduce costs, even if it increases the marginal costs for the items being advertised. If you sell widgets and make 100,000 widgets, but have the capacity to make twice that many by doubling your shifts, the marginal costs go down because you're effectively reducing the cost of overhead on the widgets. IF the cost of advertising is less than the increased efficiency, then it is a net win, even though you spent more money in production.
Advertising increases sales, and that is the point.
However, advertising a lower price may not increase sales. I read a story (don't know how true it is) about a woman's apparel store that had a rack of purses for sale that weren't selling. And they kept lowering the price $99 to $85, to $75, to $50 offering them on "sale". The frustrated manager told the new employee to mark them down from $50 to $25 dollars, but the new guy misread the price and put the "sale" on for $250 marked down from $500; more than twice the original price. The purses flew off the racks. A change in perceived value made the difference.
Reid may think that, but that doesn't make it so. Bad laws are hardly ever repealed when the fail.
Here is the test, if ObamaCare fails to live up to ANY expectation it has, will it be repealed and the system put back the way it was (being better than ObamaCare)? THAT will be impossible. And I predict that is exactly what will happen. AND I further predict that Harry Reid and Nancy "vote for it to see whats in it" Peloisi will be the ones designing the NEXT boondoggle, even though they have already proven (hypothetically) to be incompentent in drafting any sort of legislation that IMPROVES Healthcare.
This is what I call "Fix it till it is really broken, then replace it with something worse and take credit for improving it for while ignoring the pain it caused everyone else" syndrome, typical of government.

Our current government is neither civil, nor minimal, and thus needs to be replaced. AND massive centralized governance is highly overrated. Move power to the People and see our country thrive once again.
The fix for High Frequency Trading is 5 minute rolling averages for all buy/sell orders. This would allow the free flow of capital with some level of price uncertainty that would clear out all the volume based on miniscule profits
This would be done by placing all trades into a five minute escrow account and once the five minutes is up, the trade is completed on the average price during those five minutes. Five minutes is huge in computer time, but not so big to humans. This would only affect non-human based trading.

In short, there is someone asleep at the wheel, and they need to step up and get trained on how to do their job right, or hire someone else. It isn't like any of this is new.
Actually, I believe that CxOs and other key Upper Management and the board of directors for a Corporation should be held criminally liable for corporate crimes. There should be no corporate shield for crimes committed under the auspices of the leadership's directives. This would cause a change in Corporate culture faster than anything. No longer will "saving a buck" (or "making a buck") be acceptable answer for actual crimes being committed.
