Application Access Control Lists are what you need. To prevent application from accessing things you don't want them to an kernel level not user space level.

If you have say 4 ADSL lines Setup a proxy so that each request gets split up into chunks of 10k+. then interleave the requests across all of your available lines.
0-10k from adsl 1 10-20k from adsl 2 20-30k from adsl 3 30-40k from adsl 4
etc...
there will be a slight overhead, but you'll still get at least a 3.5x as fat connection.

If you can't write directly into the application, and you can't redirect the application to execute outside it's requested space. Then it becomes very difficult to get those m$ type exploits.

The Kernel won't permit the applications EIP be in pages that the application hasn't requested access for.
when you malloc you request your access mode.
This kinde of model also helps threading,because the kernel knows where self modifying code is, where read-only pages are etc... and can make far better use of caches and page flushes between threads.

If the kernel does all of this then you can say that the operating system is secure to buffer overrun exploits, the apps will still crash though and could be comprimised in other ways.
Ring 0(should only be the kernel) can change the W+R+X of a memory address if it want's to.
I suppose that hacking is effectively industrial espionage or spying, which would allow offshore activities to be classed as crimes, but I doubt anyone will get prosecuted! I hope they do though!!!
Techniucally a US patent on software shouldn't be inforceable in Europe because they don't allow those kinde of patents.
Thats where the WIPO come in, they make you life unbareable if you don't adopt someone elses (Normally the US?) patent.

One option would be to rund wires along, like tendons but i doubt that would be suitable for industrial applications.

In the UK conspiricy to commit a crime often carries a longer sentence than the crime.
(a crime must be commited before you can be tried for conspiricy , freedome of speech and all that).
