Actually, I follow games and gaming consoles fairly closely and this is the first time I've heard of a console being a threat to the used gaming market. All previous threats came in the form of online keys or downloadable content.
How expensive? $94 million dollars has already passed from Hollywood to campaign coffers for this legislation. If it doesn't come close to that for the court orders, then it really isn't all that expensive.

So it may be true that most computers come with Windows, but it is not true that all Windows installations have IE as the browser and Bing as the default search.
Where do you live? I'm in San Diego and I have to schedule a urologist appointment 5 weeks in advance, with insurance. In the last 3 years I have had surgery to repair detached retinas for a little over $12k and tonsils removed for a little over $7k, both without insurance.

If we're busy discussing how horrible software used to be, let's not forget how much a pain in the ass it was to install and use DOS software with all those switches (seriously, I have to specify IO port and IRQ to the audio devices?!) or DLL hell brought on by Windows. Or, you know, you could talk about software as it currently exists. You don't have to manually edit conf files and install things on the command line with modern distributions these days.
It's not like people evolve a great deal in their (the doctors') lifetimes.
But bacteria and viruses do. And for the worse (from the human perspective) when a doctor over-prescribes antibiotics or the patient fails to take the full dose.

Writing more grant proposals doesn't result in more grants. There is a limited amount of money to begin with, having more people skilled in asking for it doesn't make that number grow.

My place of employment has amongst its team leads a number of blacks, Indians and females. Every one of them I have had the experience of working with has definitely proven their worth through their work. I, too, agree that the issue is one of perception and not racial bias.
Perhaps the issue is one of connections. From what I can tell, the people on top have established connections that have provided them with their status, either through due diligence or, more often, by being born within a well connected family. This could easily explain why there is an observed discrepancy between general population and tech entrepreneurs.
