The US sent a directive to a bunch of carriers based in the Mid-East and Africa that said any flights coming into or going out of the US had to fly with those restrictions. I just put iOS 10 on my phone and I don't like it but apps are starting to come out that require that version. As an example of the usability issue, in iOS 9 when a reminder came due and showed up on the lock screen you could slide left and have the option to complete it. In iOS 10 if you slide left you can't complete it but you view it and from there you can complete it. Every new major version there seems to be a bunch of new things like this that make the user have to take more steps to accomplish the same task, if it's still possible. You can't change the rating of a song anymore but you can "love" it.
It won't actually accomplish anything but it allows the companies to tell their data sources, aka customers, that the companies are looking out for their interests. A couple of the smaller developers working out of their homes will be shut out to prove that the new rules are working but the larger shops and the government will continue working as usual.

There's probably a fair number of computers in each facility which work out where everything is stored, copies of orders to be shipped, etc. If your internet connection goes down you don't want to stop operations.
