Yes let's blame American today. It'll make the rest of the world feel better. They'll be able to forget the millions of people who died under United Nations sanctions of Iraq. The 500,000 children dead, the drop in literacy, decline in agriculture, the end of opportunities for women. The rest of the world can sit back and say that they did no harm, it was all those Americans, who started the actual war. Remember, it's not murder if you're not dropping bombs. Hell, at least during the war the Shiais and Sunnis who apparently need a ruthless dictator in charge to not kill people of a slightly different religion can share the blame. Go take a look at how your country voted on the issue, and remember heartless imperialism isn't a uniquely American endeavor.

More importantly, you blame the rising cost of education on the government making cheap loans available. The cost of education has risen faster than education for at least the past fifteen years, yet federal aid has dropped. The facts don't seem to back up your claim at all.

Fortunately, us folks here in America might soon have a president who understands this. From a New York Post article on Mitt Romney:

Bain reduced Dade's research and development spending to 6 to 7 percent of sales, while its peers allocated between 10 and 15 percent. Dade in June 1999 used the savings as part of the basis to borrow $421 million. Dade then turned around and used $365 million from the loan to buy shares from its owners, giving them a 4.3 times return on their investment.

A Dade executive, who requested anonymity, said he confronted new CEO Steven Barnes after a boardroom meeting within a week of the distribution. "You really think it's a good idea to borrow, you know, one times sales?" he asked.

"Oh. Yeah. Yeah. You know, that's fine," Barnes responded. "You know companies do that all the time."

The executive then told Barnes, "Well, that'd be like me going out and borrowing the amount of money I make in a year and then trying to pay it off and pay for my house and feed myself and everything else. That doesn't make sense." The executive said he let it drop after that.

In August 2002, Dade filed for bankruptcy.

The parent post is correct, it is all about emotions. Listen to what the S&P had said leading up to the rating decrease, and what they're saying about the next one. For those of you who didn't read the whole article:

"A one-size-fits all system doesn't work in the 21st Century," says Manheim, before acknowledging: "The problem with that argument is that it might violate international law."

Unfortunately, tailoring patent laws to better suit different types of technology may run afoul of the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS), a treaty that countries must sign in order to join the World Trade Organization. Article 27 of TRIPS reads:

"Patents shall be available and patent rights enjoyable without discrimination as to the place of invention, the field of technology and whether products are imported or locally produced."

Although other nations have patent standards that affect different industries in different ways -- the European Union, for instance, does not generally grant software patents -- Manheim said the TRIPS language killed efforts to separate tech and pharma standards in 2007, as members of Congress balked at inviting a WTO backlash.

Drug companies may actually have won the patent fight in 1994, when the U.S. negotiated TRIPS and insisted on the nondiscrimination language. Many of the countries then trying to gain access to the WTO did not allow drug patents, concerned about citizen access to critical medicines. The U.S. wanted to make sure that its drug companies would be able to profit in other countries.
