I just installed Forms 4.5 for someone yesterday. No crash. No patch.
What version of installer are you using? 3.1 (No c. in the end). Then try start up "orainst.exe" and see it crash when adding some software component.
40 Oracle 7.3.4 servers (39 production, one test)
this is important:
7.3.4.0 or 7.3.4.4? (if it is 7.3.4.0 you should really upgrade to 7.3.4.4)
They all have PL/SQL based forms (somewheres around 40-50 forms, Oracle forms: then your pl/sql is version 1 and that does not even support plsql records. Let alone you could crash something. PL/SQL( server based )had some very specific bugs in 7.3.4. They were solve in 7.3.4.1, but introduced some "features" in database links.
By the way 7.3.4 is now more or less unsoprted by oracle. If you find any bugs their respons will be: upgrade.
I also use Designer 2000 with no problems, though I'm not sure of the version I understand you are not aware of the subversions, but if you are not sure if you are running a 1.2, 1.3, 1.6 or 2.0 release then i do not beleive you really use it.
Never had a "bye-bye instance" (in the 14 months I've been involved, anyway). Never had a bye bye isstance on production either. But on test/development i sure had some. and then i do not mean a bye bye isstance because some dumb administator rm -f Some oracle file or disk crash.
I could produce a much longer list on oracle bugs. but i must add this product can be made very stable in the end. Something i can not say from a Microsoft access based Database.
We use them in some extremely large and significant datawarehousing situations and have probably managed to kill the server once in three years
Then you certainly have not tried the following thing:
-Install forms 4.5 now. Forms 4.5 is year 2000 complient, the installer crashes (!)(there is a patch but.....)
-use plsql records in a 7.3.4. DB. Bye bye instance.
-use designer 2000 1.2.
and the list goes on and on.

There are several things wrong with this current system:
-Moderation wars. (like happened to this parent)
-Moderators who mod something down where there was much more interresting stuff to mod up.
-Early post get modded. (up OR down.) late posts get seldom a moderation point. Moderators are just lazy that is something that is not reflected in metamoderation.
-There is very little documentation how the moderation actually works. This leads to conspicay theorys. (They say: read the source, but how the system is tuned is not readable there.)

if you use this medium "customarily", yes. but how much info goes on a punch card? For a large project i think you need you millions dollars just to put it on puch cards. And than you have to ship it to Paris (a five hour ride from here, but a very expensive trip from the usa.).

get an nVidia geForce based card with TV out, enable TwinView mode, and send the video and audio out to your VCR. Voila. Macrovision gone;

2. Tvout on most geforce cards is not that good: it will be in letterbox format. And the image quality is not DVD quality in lots of cases. But it depends on the card.
3. Some DVD play software does not play "twinview" it show the dvd only on the monitor.
First of all. My Charlie did nothing wrong. They can sell bobs app for a fee(check the gpl), as long as they give the source with it.
They can also make some add-ons (lets say configuration utility) that they do not gpl.
My point is they spend a lot of time to make the last 10% of the application (which as you know takes 90% of the time). They spend time and do that for a profit.
By the way: notice that i say "bob takes the sources of charlie" where i mean charlie did release the source changes.

Then the GPL may not be the best licence for you. It states that it is about information sharing, not about gratis software. they may ask any amount of money for the software you wrote.

It has been said before: there are benchmarks and lies. What we need is a bench mark for system responsiviness. But i haven't seen this yet. But there are a few things that give you a clue we need a good test for this :
-There are lots of remarks the new linux kernel feels unresponsive, but in the benchmarks it test better than ever before. There is a low-latency patch that did not make it because there is not clear test this helps.
-I know a PC with 256 MB ram responds better than a pc with 128 MB ram from experience (i.e. MS word starts up faster) But in the test this not very visible.
-A stutter in the sound is written of to bad drivers, but is very annoying. Is there any test for this? (other then just listen to a mp3)

In an effort to make a "first post" that would be found by stegdetect i failed so far:.
Making a small image that contains "first post" with jhsteg stegdetct fails to find it.
If i make a big picture jpsteg warns it fails to insert to complete file.
By simply resizing the picture(paint shop pro) it should hide in stegdetect says:(skipped)this is likely a false positive. just because the origin is blocky.
Blurring the orginal picture solves this problem and after 3 more ties i find a ratio the jpsteg program still allows to insert and at the same time makes stegdetect bark.
Now to insert it in usenet: sh*t no usenet access from this location, and a fail to find a free service to insert a picture. Ebay needs a credit card, so no luck inserting it in ebay.

you cannot moderate usenet postings. That would be a great usenet feature(if troll/spam proof).
Maybe loose all mod points on the post when edited.
