Almost every state have law to protect their culture, Quebec is not different than Florida.
Remember, even if people in Quebec are 75% speaking Québécois, some racist people don't want the business of these people, But, then Québec, is the only place in the world where people speak Québécois and the only agnostic country/region in the wolrd (the only place in the wolrd where a real separation between state and church really exist). These people have to protect their cultural heritage. And Facebook is just another form of advertisement and public image.
But, when you use a real computer with multiple programs/windows it's anoying to switch from one another app to perform act like transfering content from Writer and Calc.
"Comparable level of protection" means that the third party processor must provide protection that can be compared to the level of protection the personal information would receive if it had not been transferred. It does not mean that the protections must be the same across the board but it does mean that they should be generally equivalent.
Of course sending data in the USA can't give comparable level of protection since it's know that the US gouvernement will snoop on your data.
The fact is that the privacy law prohibit transferring personnal data outside Canada. Period. And, except from some west reformist, Outside-Canada include the USA.
It's even a law in Canada to prohibe company with data on canadians people to avoid any storage/transport of these data using any IT infrastrure in the USA.
I will bet on China bankruptcy. It's sad for the Linux branding, but all other big name in the Linux world are well.
The question, is how much this is a lead to other China gouvernment owned business that are going that route in the near future, and how much these will affect the economics partner of the China gvtm ?
