I think saying this isn't important b/c the grid already balances "on its own" is kind of like saying Y2K preparations were a waste of money because nothing really happened. Edison lost the fight to put a smoke-belching plant on every block because people don't want to live next to those. If Edison had been offering solar panels on every house/block (no waste gases, no fuel costs, no transmission losses), the idea of centralized generation would not have been as attractive. Improved batteries may very well mean the death of the gigantic power plant.
I believe there's an exception (or more than one) to that. For example, if you're an apartment manager, you may be getting a free apartment but I don't think it counts as income if you *have* to live on the property as part of your job.

I certainly never claimed "unshakable belief in the government doing no wrong", but I'm also not enough of a tin-foil consumer to be convinced that any research that doesn't lead immediately to higher profits this quarter is either pie in the sky or out-and-out graft.

It is split between the PI (obviously not for his/her personal enrichment, but to be spent on things that would ordinarily be legit for the school to buy him/her), the PI's dept, the PI's college, and the Provost's office. And of course, anything left gets converted into grubby $5 bills and smuggled to Bill & Hillary in brown paper bags.
