The few DOD installations that my company has wired had two completely separate, very secure, physical networks. Big air gap between the secure PCs & the internet.
They see some people setting up a tent, building up music equipment, arranging some catering - there you go, looks just like preparations for a rave party.
That sounds like just about every damn party I've ever been to, including company parties. It must *suck* to live in the UK.
Not all states have inspections. I know for a fact Florida got rid of them right before I started driving. Why? They were a hugely intrusive hassle ran by the tin-pot dictators at the FDOT.

I haven't played Sonic Chronicles or Shattered Steel, & I am patiently awaiting Dragon Age, but going by this list I can honestly say that Bioware has *never* let me down.
If possible, run the game in windowed mode, but at your normal desktop resolution. This fixes that same issue for other games, so it may work for Fallout 3.
If I feel like playing multiplayer Starcraft, it's not because I want to play online with a bunch of teenage trolls. Looks like I'll be skipping this game. Ah well, more money for publishers who don't punish their players.

Can you set up your own private DOD repository to hold those newer versions? Beats updating a ton of PCs manually.
