It pretty much requires a Congresscritter being caught in a scandal, choosing to retire, dying in office, or really cheesing off your electorate for the position to change hands. IT guy discovers data breach affects customer 1-10,000. Within 30 days they have to notify those customers of the data breach. 10 days into that notification process, IT guy discovers that, oh crap, customers 10,001 - 100,000 were affected. The 30 day timer starts for THOSE customers now.
It's 30 days from when it's been discovered, not when the breach actually happens. That way, if it happened months ago, and the IT guy is only detecting it now, they're not in any extra trouble for not reporting it, UNLESS they wait more than 30 days from the point of discovery.
If all they do is claim it though (with no actual benefit), the FDA will have a word with them. They did over those silly e-meters the Scientologists came up with.
The problem about making the movie concessions cheaper is that is where the theaters make the majority of their money. Upwards of 80% of every dollar spent at the concessions stand is profit for the theater.
Whereas, in the first week of a blockbuster, theaters keep about 10% of the ticket price.
Yeah, but it doesn't matter what the American people think. It matters what Congress thinks (or is told to think). And getting that collection of idiots to do anything meaningful is like herding cats.

I mean, think about it. 20 years ago, cell phones were fairly large things that could really only make/receive phone calls. Now look at what they can do.
So, yeah, right now, you can't do much with Google Glass or a driverless car. But where will we be in terms of those things in 5 years? 10 years? 20 years?
Because more than one airline is doing the A to C route. If airline company #1 is charging $200 for a trip from A to C, but company #2 is charging $180 for the same service, and the quality isn't that different, more people will go with company #2.
Company #1 then responds by lowering their price for the A to C route to $175. Or to $160. Whatever they can afford to set it to and still make a profit.

The real money the theaters make is off of concessions. Soda is about a 600% markup, popcorn is 800%.
