1.) If the windows phone in question can be "upgraded" to windows phone 10, then upgrade the phone and all the apps, and keep using it as a smartphone, with limited apps. Is not diferent than using Sailfish phones, or bada phones, or BB10 10.3 phones (my case)... Also, remember that microsoft baked a lot of the "enterpisey" functions, like VPN connections right into the OS, no extra apps needed, so, while supported with security patches, they make decent enterprisey phones.
2.) If the windows phone in question is stuck in windows phone 7.5 or 8.x:
a.) Get it to the latest firmware supported. Do so before microsoft and/or the hardware maker elimitates the server infrastructure with said firmware...
d.) You can use it as a cheapo minitablet. For kids, for example.
e.) As Freizchutz said, you can use it as a cheapo LoJack.
f.) Put it in a drawer, and use only when your normal smartphone is damaged or out of commision (exploding batteries, water damage, cracked screen, botched OTA update...).
g.) Use it as the smartphone you use to go to places were you can lose your smartphone (clubbing, disco, festival/rave, dangerous parts of town)...
h.) Put it in the glove compartment of your car and use it as an emergency phone.
i.) Use it as a "better than a dumbphone worse than a smartphone" phone. Basicaly, as the phone you give to a person who needs certain smartphone apps (say, facebook, uber, and the like), but who will never ever use or install any other app. You customize it to their liking (using either apps, or pinned mobile websites [uber is a prime example]), and then tell them to not move anything.
j.) In the olden Nokia times, there was a hack were you coul make the phone take a call automaticaly without ringing, vibrating, turning on the screen, or turning on the speaker, just pick up the call and turn on the microphone in the highest sensitivity. It was called the "James Bond Mode". I am certain that an app can be had (or made) to do that.
k.) An app to use the phone to measure cell network parameters.

After swift playground is mastered, things become murkier. Move them to an interpreted language, that has as little scaffolding as possible. Perhaps something vissual where they can plug modules graphicaly in a GUI/IDE and then program the behaviour of the modules as needed be.
Then, finaly, in the latter years of high-school, move them to some real programming language with real IDE. Preferably something usseful for the future. Perhaps Ansi-C or Java, or Python....

While this is not optimal, It will bid you time so that your Plug-ins and AdOns are ported to the new FireFox framework (which is SIMILAR BUT NOT EQUAL to that of chrome). Or ported to chrome, or whatever other solution your provider of said Plug-ins or AdOns considers...

So, when you are on the go with the iWatch only (say, excercising, trecki9ng, or, for the ladies, dancing with an ultra small dress and an ultrasmall purse), you get basic phone functionality from the watch (voice Calls, SMS receive, push notifications, alerts, preset answers) over a narrowband low power 4G connection, and when the iWatch is close to the iPad, the iPad becomes the full fat phone (including a wideband LTE Channel) and uses the SIM from the watch...
Of course, I am not saying apple will do this this autum*. Only apple know IF they will do it, and WHEN they will do it. But that, IMHO, will be an unbeatable combo, and will be the day when these SmartWatches come on their own...

Having said that, with plenty of MILF (and Non-MILF in my younger years) action, 7 major surgeries, 2 dental pieces extracted, 1 blood donation, and 2 sperm analysis during my life, IF there is no match in the Global DNA Database, is because of the authorities negligence to collect the samples.

Two reasons:
1.) Opensourcing Flash would probably open Adobe to a lot of possible legal liabilities. It may incorporate technology licensed from 3rd parties, and expurging those from the source takes resources (engineers and lawyers). And even if they did a 100% perfect job removing every single thing non adobe controlled, that does not mean that anyone would disagree with them and take tham to court. That could be a honest disagreement, or some patent troll of sorts seeing what can be extorted...
2.) Adobe already makes programming tools which allows you to take a FLA or SFW file and convert it to todays HTML5/CCS3/ECMAScript standards. And as time passes, those will get better, and rake adobe lots of £€¥$ .
The best bet to preserve the parts of the web heavy on flash, is to develop a prupose built minimal browser, only for those sites, where the 2020 version of the plugin resides "as is" with no other plugins or ad-ons, and which can ONLY browse Whitelisted sites... Even better if you develop an addon for 2020 browsers that says "Open in flash" (analogous to the current "Open in IE"Plugins nowadays) and invoke that minimal browser for that site and that alone...
