I assume that you have at least one year of working knowledge of software engineering. Learning any of the 29 or so languages from India is worthless; Their intercultural language is English. One could learn the Cantonese form of Chinese, but the Middle Kingdom is focusing on manufacturing, NOT service based solutions.
Software Engineers solve problems. HTML is pretty light weight for a software problem. Web services are console apps for the Internet. So what is a problem that a software engineer can solve, and get paid? How about learning:
1. Voice Based GUI Desktop Interfacing?
2. Manufacturing Robotics interfacing?
3. FAQ's that can pass the Turing Test.
Shit happens; One would think that the efforts of Burt Rotan would be taken a little bit more seriously. But maybe I'm missing something, maybe Mr. Rotan's solution is a little complex.
Acutally, I had to put my 15 year daughter in time out for 1 minute because of the flaws she easily found in the Beta 2 Vista. It seems that high schoolers are having team competions on who can find and exploit Vista slop code.
I think I began to feel insecure when she said Root Kits are for Wimps.
You might be curios enough to check out the "Delta X" that McDonnald Douglas built for NASA. The craft worked pretty good for MD; NASA didn't read the manual, and crashed the proto type. But it was demonstrated that all worked VERY well.
I was just thinking, if one of these things took off in Tokyo, and landed in Los Angeles, Then they could say, "We'll deliver your package when it absolutly, positively has to be there Yesterday".
I've had several educators at college act like a robot; Maybe all we need to do is hook some type of biometric device on to these un-educators and let a professional take them over.
It appears that eating, and paying the rent has become a major issue for the W3C folks; I understand.
But for the next group that will become the next W3C-sub-2? Could the language specifications be a little more clear to read? Designing those spec's can't be that complicated in this day and age.

And yaaaa, this could be used unwisely to, but so can a rubber band.
