You can't do that on the interface formerly known as metro, though you can still run classic windows apps sourced from anywhere on the Windows 8 desktop (but not on the Windows RT classic desktop).
On your phone you are more or less just going to check your email, and browse a few pages. On your PC or Laptop, you will be doing hours of browsing and watching movies, and other activities.
