    How about auctioning off the big piece of moon rock that they didn't brink back. That ought to fund space exploration for a long time without having to worry about congress cutting their budget. Of course they would have to do it before someone else (China) lands on it and claims it.

    England is a Constitutional Monarchy, The Sovereign is mainly a 'rubber stamp' on legislation. (Charles doesn't even have that role until his mother dies or abdicates)
    The same is also true of most of the other countries that have The Queen as Head of State (eg Canada, New Zealand)

    To construct a starship over the next 100 years? Or to build a starship that will travel (to another star system) over a period of 100 years?

    I think that we (terran civilisation) could construct a multigenerational; slow starship in about a century - but it would take millenea to get anywhere.

    If we work on things a bit longer we might come up with a bussard ramjet that could get pretty close to the speed of light, and get some relativity advantage

    But for usable interstellar travel we need some way of going faster than light (warp drive,or hyperspace or warp points/jump gates)
    Who knows how long that will take to invent/find

    I think the term 'bear arms' implies the weapons have to be small enough to be carried by one man. So tanks would be out, but RPG's Carl Gustav recoiless rifles and Stinger anti air missiles would fall into thw 'bear'able category.
